Pokemon Legends: Z-A Eevee Location Early Game, How to Get Eevee Easily
To find an Eevee early in the game using this Pokemon Legends: Z-A Guide, start at the Juane Pokemon Center in the northeast part of the map. Head north from there and look for scaffolding on the left after passing the first building. The scaffolding sits on the south side of the next building while facing north to climb it.
Climb the scaffolding to reach the rooftop and move all the way to the north end. Two smaller building tops block further progress, but right at the edge between them and the drop-off, vines appear that need burning to clear the path. After removing the vines, a small ladder leads up to a higher area where Eevee can spawn among the Pokemon Legends: Z-A Eevee locations.

The Eevee only appears during the daytime on a sunny day without rain. Check the weather by glancing at the icon above the mini map in the top left of the screen, where a plain sun means sunny conditions suitable for the spawn. If the Eevee does not show up, wait or return later since it respawns after a few minutes if defeated.
