Most medpoint shops have an item called an oxygen booster. This medicine will give you a 30 minute buff that removes the need for oxygen. In other words this will allow V to breath underwater for 30 minutes. We don't know if all medpoint shops have the oxygen booster for sale, but we know for a fact that the following shop does, as a minimum:
